In Fallout 76, there are times when it's all about appearances. For example, just because there's no water, it doesn't mean you can't have a bathroom in your C.A.M.P. If you're okay with that, head over to the Atomic Shop and get the Clean Bathroom Bundle for 1,800 Atoms.
The bundle has the Clean Shoer (300 Atoms) and Tile Floor Set (750 Atoms). Clean isn't the Fallout way. Wastelanders are dirty pigs that won't even clean up skeletons 200 years later, or their underwear.

There's a spreadsheet that lists how to do it, and it should include a clean sink and shower, but as far as I know, the clean bathtub isn't currently available.
